Moves the recorded-timing columns of a decoded CsvRow
(DurationTag /
ActualTimeTag) into a dedicated
CsvTiming section, consuming them from CsvRow. The cells stay
as raw strings (the source format may be a TimeSpan or
DateTime literal); parsing happens later in
Hi.Numerical.CsvParsers.CsvTimingUtil. Having a syntax own the timing tags — like the
other RowTo* syntaxes own their columns — is what lets
CsvActDataSemantic treat whatever remains in CsvRow as
residual telemetry without a hard-coded consumed-key list.

Remarks
For the demand of easy moving source folder (especially project folder) without configuration file path corruption, the relative file path is applied.
The baseDirectory is typically the folder at the nearest configuration file folder.
Since the folder can be moving with the configuration file.

(or Default when factory is
