Internal Use Only. The step ranges of the rapid lines the RapidCutMonitor reported (RapidCutRanges): in step order, disjoint, each the line's first through last touching step. Written by the fold's one writer (the range is written into the array, then published by the count; a full array is copied into a larger one, published first) and read by any thread without a lock (the count, then the array).
