Refused: the count stands at the step cap, where it stays.

Granted = 1

The step is granted: StepsTaken is one more.

LeaseExpired = -1

Refused: the cloud lease of this process is expired (lease mode, Expired); answered before the cap logic, the count untouched, until an install that reaches Valid.

LeaseStepsExhausted = -2

Refused: the step grant of the installed cloud lease – its sgrant claim, the steps the licence server reserved for this device out of the account's quota – is used up (LeaseStepsLeft is 0); answered after the cap logic, the count untouched, until an install brings a grant (the next sync). A ResetStepCount(int) does not refill it.
