A leg of the chain a ClMillingDevice drives that TrySetCl(dvec3d_t, out ClDeviceLeg) found missing: the table mount to the workpiece's program-zero anchor, the tool tip to the tool mount, or the key branch between the two mounts.

TableMountToProgramZero = 1

The device has no key branch to drive (KeyTransformer null): a serialized device whose assembly carries no direct table-to-tool branch.
